Between regulation and implementation lies a space for design, testing and learning.

The foundation should occupy the space between regulation and implementation. Its value is to identify gaps, translate evidence into usable models, convene affected actors, run bounded pilots and publish what was learned, including failures and trade-offs.

People should not encounter technological transition only after their role has become obsolete. Institutions and employers need mechanisms for anticipation, participation, experimentation and supported movement into new forms of value creation.
