Why questions
People often do not participate not because they lack an opinion, but because they do not know how to formulate it, do not expect a response or fear a negative reaction. Important signals may remain invisible precisely because there is no safe and understandable way to raise them.
Hypothesis
When a question can be formulated with support, directed to an accountable actor, tracked and connected to a public outcome, it becomes a unit of institutional knowledge.
Core functions
Formulation support; thematic and institutional routing; moderation; question status; sourced response; explanation of next steps; aggregated maps of unasked or recurring questions.
AI role
AI may suggest clearer wording, related topics and a possible responsible actor. It does not invent facts, present generated text as an institutional response or reveal identity without an explicit basis and consent.
Moderation
The system has clear rules for personal data, risk, hate speech, threats and sensitive topics. Moderation protects the possibility of participation rather than institutional convenience.
Institutional value
For institutions, the platform reveals where language, services or decisions are unclear and which questions require not a communication response but a process change.
